Complex Emergency Practice at Temelin NPP

This Friday, on 10th March 2000, a first complex emergency practice took place at Temelin nuclear power plant. In 0633 hours, a situation associated with the leakage between the primary and the secondary circuits in the first unit was simulated and the shift engineer called a technical emergency in the first degree.

In 0633 hours, a situation associated with the leakage between the primary and the secondary circuits in the first unit was simulated and the shift engineer called a technical emergency in the first degree. Subsequently, the shift engineer assumed also a leakage to the atmosphere of contaminated steam and called an emergency in the second degree. Based on the scenario simulated in this way, all participants in the practice performed their tasks as stipulated by Temelin NPP Internal Emergency Plan.

The practice checked the system of warning for employees, notification of the emergency response organization of CEZ Temelin NPP, State Office for Nuclear Safety (SONS), involved district authorities and other bodies and organizations as stipulated by Temelin NPP Internal Emergency Plan which had been approved last 16th December by SONS. "By the accomplishment of the emergency practice which has to take place prior to the physical startup of the first unit, one of the conditions as stipulated by SONS in their approval of Temelin NPP Internal Emergency Plan has been met," added NPP Press Spokesman Milan Nebesar.

The practice also included a check of activities of the security service, medical service, fire-squad and communication channels to the SONS and Regional Civil Defense Office. "Part of employees also checked our ability to provide for their evacuation outside the guarded area. Within the emergency practice, some employees practically tested the shelter under the operations building," said the practice commander Miroslav Holan, referring to the tasks of the today's complex emergency practice.

"During the entire practice which ended at 1025 hours, we have verified the ability of NPP staff members to cope with an emergency in compliance with the Internal Emergency Plan. All tasks as stipulated during the preparation of the practice were performed, including the complete and timely notification of all components of the external emergency preparation of respective authorities," briefly summarized the practice Mr. Holan.

"The today's practice was preceded by an extensive training program in emergency preparation for CEZ employees and other persons who enter the nuclear power plant. Training courses are in progress since this January and will be repeated on a regular basis. Apart from this March complex practice, five more partial practices are prepared for NPP employees for this year, which practices will check individual parts of NPP Internal Emergency Plan," concluded Mr. Nebesar.
