Site Decision Proceeding for Dukovany II

The subject of Site Decision Proceeding within the meaning of Act No. 183/2006 Coll., on Town and Country Planning and Building Code (Building Act) is the construction of the new Nuclear Power Plant at Dukovany Site with a net electrical power of up to 2400 MWe, (up to 2 units, each with a power of 1200 MWe) including all related, conditional and induced investments related to the construction of the new Nuclear Power Plant at Dukovany Site. The preparation of documentation for the issuance of a Site Decision and the submission of relevant applications are in accordance with the First Implementation Agreement on Cooperation in the Construction of New Nuclear Power Plant at Dukovany Site, concluded between the Czech Republic, represented by the Ministry of Industry and Trade of the Czech Republic, and companies CEZ, a. s., and Elektrarna Dukovany II, a. s.

As part of the investment project “Set of structures in the area of the new Nuclear Power Plant at Dukovany Site and selected related structures”, the applicant – Elektrarna Dukovany II, a. s. submits a total of 12 separate sets of documentation for the Site Decision including all related annexes and applications.

The Site Decision proceedings are subsequent proceedings to the Environmental Impact Assessment (EIA) process. In the documentation for the Site Decisions, the relevant conditions of the binding statement on the environmental impact assessment of project implementation (EIA process) which was issued by the Ministry of the Environment in 2019, are always considered and described in detail (with regard to the current phase of the licensing and permitting process) for the given structure. However, since this is a subsequent proceeding, which also includes the assessment and issuance of coherence stamps for individual structures. The relevant applications for coherence stamps issuance were submitted to the Ministry of the Environment before the main application for the Site Decisions.

A total amount of 12 separate sets of documentation for the Site Decisions were prepared, out of which 11 were subject to common proceeding:

  • I – Drainage of rainwater from the new Nuclear Power Plant at Dukovany Site through the Lipňanský brook, including its retention;
  • II – Set of structures in the area of the nuclear installation “New Nuclear Power Plant at Dukovany Site” (construction area and area of construction site equipment);
  • III – Underground 110 kV cable lines of the new Nuclear Power Plant at Dukovany Site from Slavětice substation;
  • IV – 400 kV lines - power output of V883 and V884 for the new Nuclear Power Plant at Dukovany Site;
  • V – Raw water supply lines from Mohelno water dam and a new water reservoir for the new Nuclear Power Plant at Dukovany Site;
  • VI – Drainage of wastewater from the new Nuclear Power Plant at Dukovany Site;
  • VII – Drainage of wastewater from the construction of the new Nuclear Power Plant at Dukovany Site to the Skryje reservoir;
  • VIII – Drainage of rainwater from the area of the new Nuclear Power Plant at Dukovany Site to the Skryje reservoir;
  • IX – Drainage of rainwater from the area of the new Nuclear Power Plant at Dukovany Site to the Lipňanský brook;
  • X – Drainage of rainwater from the areas of the new Nuclear Power Plant at Dukovany Site construction site to the Heřmanický brook;
  • XI – Special-purpose roads to ensure access to foreign lands in the area of the new Nuclear Power Plant at Dukovany Site construction site.

And one separate proceeding:

  • Connection of the new Nuclear Power Plant at Dukovany Site to the transport infrastructure.

Within the Site Decision Proceeding for the new Nuclear Power Plant at Dukovany Site, an area of approximately 230 ha is described (of which approximately 100 ha represent the maximum permanent occupation, the remaining 130 ha represent the maximum temporary occupation). The intent covers the territory of the municipalities of Dukovany (Dukovany, Lipňany u Skryjí, Skryje nad Jihlavou), Rouchovany (Rouchovany and Heřmanice u Rouchovan) and Slavětice (Slavětice). The intent is in accordance with the Policy of Territorial Development of the Czech Republic and the Principles of Territorial Development of the Vysočina Region.

The Site Decisions’ application documents consist of more than 8,500 pages and more than 4,500 pages of supporting studies, which were prepared by approximately 70 experts from external companies, in particular design offices and specialists from Elektrarna Dukovany II, a. s. The creation of all supporting documents began in the middle of 2019 and lasted 2 years. Among other things, over 900 opinions, binding statements, decisions, consents, communications and statements from concerned authorities or owners or administrators of engineering and transport infrastructure were obtained in the preparation of documents to the applications for Site decisions.

The documentation with all annexes and applications were submitted to the concerned building authority, the Municipal Office of Třebíč on 1 June 2021.
